Since we are having issues trying to locate or rather find the diagrams for the current transfer switch and other products installed here at HQ. I would strongly suggest we send James or one of his team members to do an assessment of the entire setup. Furthermore, change the old current transfer switch to a new one.
Few things we have to consider is, the transfer switch we currently have is more than 10 years old, on the other hand, cables from our last incident could have possibly hinder cable or transfer switch performance (for example visible burnt cables).
